The European Council agrees on the following priorities and invites the European Parliament, the Council and the Commission to put them into action during the next institutional cycle, respecting the institutional balance
of powers as set out in the Treaties and the principles of conferral, subsidiarity and proportionality. The next Multiannual Financial Framework for the Union will have to reflect these priorities, ensuring that the EU budget is fit for the future and that European responses are given to European challenges. In this respect, we will work towards the introduction of new own resources.
